Concerns about Ohio Health Expansion

 

Dear Home Owners,

 

On November 22nd, the Chairman of the Westerville City Planning Commission said August Woods and Highland Lakes neighbor’s were frowning on Ohio Health expansion and modification proposal because “It impacts our little part of the world!” Seriously?

 

Many concerned neighbors of surrounding neighborhoods, both in Genoa Township and Westerville, attended this meeting.  Some gave public comment to the opposition of this expansion.  This was the night that the Planning Commission was to vote on the expansion.  The issue before the vote was whether this was a minor or major modification to the development plans.  The neighbors were successful in getting this issue changed to a major modification.  As a result, it then had to go before Westerville City Council for a vote.

 

Here is information on everything that has happened since this statement and ways you the home owners in Highland Lakes South can help petition the amendment to permit Ohio Health to modify and build the emergency room and helicopter pad at the corner of Africa and Polaris.  Thanks to Joe Barganier, HLS-HOA President,  Steve Smith of Augusta Woods, Joe Clase, Genoa Township Development & Zoning Office Administrator and many other concerned neighbors the City of Westerville City Council now sees this as a much bigger concern to our neighborhood than just a few people worried about our little part of the world.

 

The schedule and procedures for hearing this case before the Westerville City Council are three official readings of the case at three separate meetings between November and January.

These meetings occur at 7:00 p.m. at 21 S. State in the City Council Chambers.

 

On Tuesday, Nov. 30th, the request by Ohio Health to expand was put in to the record as Ordinance No. 2010-62.

 

On Thursday, December 2nd, the Genoa Township Trustees met.  The Ohio Health request was penciled into the agenda thanks to Joe Clase.  Our goal here is to get the evolvement of the Genoa Township Trustees to be a voice for our neighborhoods to the Westerville City Council as well.

 

On Tuesday, Dec. 7th, about 15-20 residents showed up at the Westerville City Council meeting for the second reading of Ordinance No. 2010-62 including Joe Barganier.  Joe said, “there was some good questions from about 4 of the 7 council members.  If we are to have any impact on changing Ohio Health’s plans now and future, we will have to mobilize our neighborhood and those around us.  Steven Smith has done a great job to date getting this started.  We need at least 100 concerned Genoa Township residents at the next City Council meeting for testimonials.”  

 

On Tuesday, Jan. 4th, the third and final reading will take place. After public discussion, the Westerville City Council will vote on the expansion and modification requested by Ohio Health.  This is the last time to voice your opinion of this expansion.

  3. Removal and new planting at Community Park - Completed/The board voted to replace two blue spruce trees in the community park that were damaged a few years ago.
  4. Neighborhood drainage project update – Dave Fenstermaker
  5. Pond maintenance request - Completed/The board voted to fund and maintain the retention pond on Frasier Rd @ 6 treatments per year to clean algae in pond.  Ed Snelz agreed to become the Pond Committee Chair for this maintenance.
  6. Ash tree insect borer problem in the neighborhood community areas - Completed/Per Bob Matis’ report back on this problem the board has decided to do the treatment this year, but will make look in to the problem further for future annual treatments.

Dear Highland Lakes South Homeowner,

 

Welcome to your new 2010 Homeowner’s Association, representing the 117 homeowners of Highland Lakes South. Although we are half way through 2010, I feel we have much in store for the remainder of this year.

 

We

· launched our new website (www.highlandlakes-south.org) to encourage communication and involvement within our neighborhood and to assist those who are considering joining us.

· created a Facebook page (Highland Lakes South – H.O.A.) for those inclined to participate.

· are holding officer meetings the second Saturday of each month at 10 a.m. at the gazebo located in our community park.  Everyone is welcome to attend and participate.

· are planning a neighborhood garage/yard sale in early fall.

· are planning an annual neighborhood event.

 

The Homeowner’s Association was created on March 25, 1992, as part of the General Warranty Deed for Highland Lakes South.  Its purpose is defined in Article II.

 

“In order to provide for the maintenance and landscaping of Reserves and entrance features within the subdivision, to contribute to the enjoyment of the owners of the common areas of the subdivision and to provide for other matters of concern to the owners of lots…”

 

It currently takes 96% of our annual budget to provide for the maintenance and landscaping of Reserves and the entrance on Africa Road.

 

We need your input and involvement if the Association is to serve the second portion of its purpose “to contribute to the enjoyment of the owners” and “provide for other matters of concern.”

 

If you have an interest in contributing to your neighborhood association in any manner, then please let one of the officers know.

    This was our first meeting with the new board members.  Several things were discussed about what we would like to do in the following year.  We also reviewed all outstanding items from the previous year.  We voted to build our new website with information for the HLS-HOA and to hold meetings every month in the beginning to improve resident awareness of the association.

    In January we had our annual homeowners meeting.  Three new board members were elected.  First the president is Joe Barganier, second is Dave Fenstermaker, and third is Dan Shoults.  Also, Angie Esselstein is still the treasurer, Dick Rano is still a member at large and Carolyn Bellanca is the secretary.

    I have agreed with Jo Barganier that I would continue my term until the Home Owners Association dues are collected.  That would be March 1st.  With saying this please as a remind your dues are due by February 28th, 2010.  If you need to talk to me about your dues please give me a call at xxx-xxxx.  We can make arrangements if need be.  Our last option is to put a lien on your house.  Again I urge you to call me and not wait until the last minute.

    Once again it has been my pleasure to serve as your president for the last seven years.  Joe and his team will do a great job.  Below is a list of their contact information.  Thank you.

HLS-HOA Annual Meeting - This meeting was held to elect new positions on the board, review all past agenda items and go over the Income Statement for the HOA for the previous year.

Dear Residents,

    Hello, my name is Angie Esselstein.  I am the treasurer of HLS HOA.  If you are new to the neighborhood, WELCOME!  Please join us at the meeting in January.  This year, our dues have paid for:

1.)  Mowing, mulching and general upkeep of the park area and entrance.

2.)  All white fences and front wall were cleaned.

3.)  The roof of the guard shack at the entrance was replaced.

4.)  The detention area in the park was cleaned out to prevent blockage.

5.)  Pond chemicals were purchased.

6.)  Business insurance (liability) premium was paid.

 

Our dues for 2010 are still $195 and are due by February 28, 2010.

I am not sending out reminder notices, so that we can save money on paper and stamps.  As in past  years, failure to remit payment by the due date will result in a lien filed on your property.  Thank you in advance for your dues.
